Late last year, in connection with the transition to digital TV (which freed up
significant bandwidth), the FCC decided to allow universal free access to vacant
TV channels - so-called TV "white spaces". This white space can be used for unlicensed
wireless communications.
However, certain existing users of this spectrum, e.g., television broadcasters
and wireless microphone users, have been given spectrum priority by the FCC. New
non-priority devices will need to ensure that they do not transmit in areas that
are being used by priority-devices. To enable this prioritization system the FCC
is seeking private companies to provide a database service that will keep track
of spectrum use by priority-devices and conversely spectrum availability to non-priority
devices based on a device's current location.
Within a few years, millions of devices will each be requesting TV "white space"
availability lists many times a day. The database administrator(s) will be authorized
to charge for each transmission of a "white space" availability list.
